The Doctor materialises the TARDIS around Rose and exits under a forcefield to ask the Daleks how they survived the Time War. The Dalek Emperor's ship apparently survived and fell through time. He hid himself for centuries, and quietly harvested humanity, picking the best available cells from the dross of humanity to create an army of Daleks. These Daleks have become insane, the Emperor believes itself to be god and the other Daleks also believe this.

As the Doctor leaves the Dalek mothership, the Daleks move to invade Earth and attack the station. The Doctor begins converting the station to generate a delta wave which will kill all the Daleks. Jack leads the occupants of the station in a defence force to delay the Daleks for long enough for the Doctor to succeed. The Doctor cons Rose into going into the TARDIS and then activates an emergency protocol to send her home, where she will be safe – the delta wave will actually kill everything on Earth, as well as the Daleks .

The Daleks break through just as the signal is ready, and the Dalek Emperor contacts the Doctor asking him whether he is a killer, "the great exterminator", or a coward. The Doctor can't bring himself to kill all the humans.

Meanwhile, Rose has realised that the words "Bad Wolf" that have been turning up everywhere in time and space through her travels with the Doctor aree a message – she can get the TARDIS to go back and save the Doctor. She tries to open the soul of the TARDIS (as in Boom Town). Telling Jackie about Father's Day leads to a favour being called in, and Mickey uses a car recovery lorry to pull open the covering for the soul of the TARDIS.

Rose them looks into the heart of the TARDIS. She pilots it to the Doctor and emerges having fully seen the time vortex, having gained godlike powers. She causes the words "Bad Wolf" to be scattered throughout time and space. She then destroys the Daleks and restores Jack [and possibly the other dead humans on the station] to life.

The Doctor then kisses Rose, drawing the energy of the time vortex out of her as keeping it in her will kill her. He carries her into the TARDIS and she wakes up, remembering nothing that happened after she looked into the TARDIS. Meanwhile, the vortex energy causes the Doctor to regenerate…
