Very little is known about the Shadow Proclamation. Article 15 of the Proclamation allows one party to seek an audience with another under peaceful contract. In plain English that simply means that parties to the Proclamation have the right to talk to each other.[1]
History
The Tenth Doctor demanded that the stone priestess of Pompeii reveal her "species designation according to the universal ratification of the Shadow Proclamation" prior to the eruption of Mount Vesuvius.[2]
Rose Tyler attempted to invoke Article 15 of the Shadow Proclamation when addressing the Sycorax, while the Tenth Doctor was recuperating from his recent regeneration.[3]
